I can't seem to beat the Moon rise tower battle.
I'm level 7 and can't seem to beat it.

Which battle? First, second, or third?

Is there a way to level up before I do the battle? Like some where else first?

The enemies are all level 9's and I'm 7.

from your map did you fully explore most zones and finish all your quests besides the ones you mentioned? Besides that maybe mention what characters (classes) you bring to the fight and maybe some of your weapons.

How do people get to these battles so early.

I'm like 8-9 at that battle.

I’m always lvl 9 that battle and get to 10 before the final battle.

But at 7 is still doable just mass ice storm and make sure you hit the casters with it as well

Can get up to lvl 6 before reaching act 2, If did everything in act 2 then probably missed alot in Act 1.

I find it easier to take the tower if done before the trials. Otherwise you have to enter through the one narrow entrance and the bad guys are arrayed strategically, plus there are more of them. I don't find the harpers any help.

If you don't enter the inner audience chamber then you can even get lucky and clear the outer room without alerting those in the inner room, who you can mop up after.

If you have a mostly ranged attack team you can also climb to the beams above before starting the fight and so get advantage for all your shots.

However, I found a team of casters and archers were weak and it was a hard fight. If, instead, you have two or three paladin+fighters or paladin+sword-bards or pretty much paladin+anything then this and any other fight goes much easier, especially if you make sure that all your team have at least 5 initiative so you can buff your team with haste and kill half the bad guys before they even get a shot off.

Moon Rise Tower Easy Mode Guide

trading & +2 str potion
You can cheese the moon tower battle very easily by visit first time, walk-in as friendly and do trading and get the +2 str potion from drow merchant by let her bite Astarion. Go to throne room and watch cut scene. Thorm will go to top of moon tower,

Clear dungeon floor & 3 rescue
Head down to dungeon, rescue Mithrarna if you just knock her out in Act I, rescue the tieflings & deep gnome. Killed warden & all guards (including docks) by surrounding first strike. head to last light inn on boat. (dungeon floor clear)

Clear First Floor & let npc merchant flee
Now you go back & visit moon tower 2nd time and start killing first floor room by room (closed the doors first) but let the merchant stay alive. I recommend start in the throne room stairs to 2nd floor so you have height advantage. let the all-see eyes call guards to the throne room one by one. Have darkness spell helps block range attack and draw guards to melee range for your melee characters (Avoid aggro merchant as she has some act 3 goodies). After throne room is clear, go barrack room from side door (avoid merchant line of sight) and kills the 3 guards there. Circle back to kitchen & kill the annoying mind-controlling cook & the gnolls. Head outside and kill the guards at the front courtyard. Walk-in from the front, now the merchant ought to have fled. Finished off the 2 guards just behind entrance if they didn't get call by the all-see eyes. (first floor clear).

Clear 2nd floor & heart puzzle secret room
Head up to 2nd floor, do the talk (optional) or just first strike the spellcaster boss on first turn. after the spellcasters are dead its an easy fight with rest of guards. there is another guard & undead dog wander the rooms easy kill. finished the heart puzzle for secret room (2nd floor clear).

Clear 3rd floor except boss
head up to 3rd floor you get confront by a guard questioning your presence after exit door, kill her and draw as many undead as you can see. Avoid trigger the cut scene by not step beyond the stairs. (3rd floor clear).

Final Battle (if do good alignment run with harper faction)
After release nightsong from her shackle, return to the last light inn and Isobel will tell you that the Harpers are all at Moonrise tower for the last battle. Head over to Moon Rise tower and all harpers are alive. (if didn't do easy mode before, many dead harpers in the front courtyard).

The Harper will ask you to lead the charge into the tower, just walk-in and the Harpers would scratch their head and walk to the throne room without a fight. Do some trading with Harper merchant before head up to 3rd floor for a scripted cut scene battle. Jump down to hive colony map when you are ready.

Benefit of Easy Mode: There is a big final moonrise tower battle if you don't do the easy mode. The spellcaster boss does blackhole spell which is super annoying as pull-in all characters and often follow by aoe dmg. Many harpers will died regardless how many heal you throw at them, as the friendly npc are stupid and charge in. it is also super laggy with 20+ characters on the battlefield each turn. (the lag may have been patched)

It's a trap! same situation arises towards the end of ACT 3. In both cases be sneaky instead of walking in the front door and get the high ground. take out enemy magic users first.

I am just arriving there on my 2nd play-though about to have this fight and I am at level 5. You get there a lot quicker being evil and ignoring the good alignment / exp farming quests that don't impact main progress. On tactician and almost got wiped a few times, about to find out if my advice is good enough or not to win this one.
