Character creation bug?

So i wanted to start my new journey, but i noticed when i go to character creation and click edit appearance the general tab on the right isn't there so in other words i can't change my hair, eyes, skin, gender etc. I tried to restart the game, uninstall it, did the integrity files thing but still nothing, does someone have the same problem?

Do as instructed here and make sure not to miss a single step, then try again
