how does multiplayer work?
a couple friends and i were considering getting this but were wondering if you make custom characters for the multiplayer or just play the other party members, and if you make custom characters do you make them for every friends world you jump into or do you take the same one to each?

It is not 'standard' multi-player. Look at it like a Table-Top D&D session. There is a Game Master, that is the Host of the game Campaign. The other players start that game and proceed through together.

While there are some mechanics for recovering from some player-missing issues, it is not a game for people to hop in and out of randomly.

It should be approached as a group effort and if the group breaks up, the game is over. That is why it is important not to play multi-player for progression. Play it for the funs! :)

Good Luck

this really doesnt actually answer the question do you make a character for every campaign or could we bring the same characters to different campaigns?

New characters for every campaign.

You make a new character for every friend's world you jump into, you don't bring in any existing characters. You technically can have people hop in and out randomly but it is better to have a solo run so you can explore the story your way. Having a player drop out doesn't stop you from continuing the campaign though. If they aren't there you take control of their character or you can put them in camp and take one of the companions with you. Having other players changes the dynamics because of play style and narrative choice differences you all may have.

You do the same you'd do in a single-player campaign: Choose a custom character (i.e. you can customise everything from race, class, background etc.) or one of the seven origins (the six voiced companions and the Dark Urge) for every player. You can have every origin only once in your party, of course, and you can't choose both Wyll and Karlach.

Other players have to make a custom character.
They can start dialogues and make choices on behalf of the host, but they don't add anything more otherwise.
