It is the latter, especially due to the levelcap. Nonetheless still fun.
Although I will say life drain and such are STILL necromancy. Necromancy isn't JUST about raising the undead.
I can understand that.
Though I cannot recall any good undead/necromancer game of late. Only one which comes to mind is Diablo II...
Yeah, while the Necromancer in 3 was fun, it just wasn't up to the bar of the D2 necro. I have no idea how the D4 necro is, I can't run the game and generally haven't heard good things about the game anyway.
Anyone who tells you that you will not be disappointed with Necromancy in the 5e system is lying to you. It's basically a dark wizard who can get a spell that allows you to summon a zombie at 5th level that is a 2nd level creature.
5e nerfs necromancy so hard into being an occult caster, as any "real" necromancy abilities like create undead or control undead for the necromancer class do not appear until 14+ level which the game caps out at level 10.
Furthermore, you don't control a horde ever even with the best necromancy spells in 5e. All summoning spells summon individual creatures instead of swarms.
I'm one of those guys like you who go looking for games to be able to feel like a Necromancer (minion / horde lord), not just some casual occultist who can summon a single zombie and finds that 80% of all creatures in 5e have resistance to necrotic damage anyways from the generic "necromancy" / occult spells like chill touch, vampiric touch, blindness, etc.
The only up side is that there is a mod on Nexus that revamps Necromancy "Animate Dead++" to allow you to at least play somewhat like a real necromancer who relies on his minions instead of his generic dark magic spells (that you won't use anyways because they are weak, and most creatures have resistance to it) over spells like fireball, magic missile, shield, etc.
DnD 3.5e is the only DnD edition that really made you feel like a Necromancer.
I mean....if that's your bar, BG3 may be enough for you. >.>

Trust me I know the struggle, in fact I started my own business recently to work on a product just because i was so tired of games not allowing you to feel like a Necromancer. Not to rant too much, but so many RPG's out there they make magic feel mundane due to the way they balance their game systems (thus limiting magic), instead of how it should feel, like magic.
I'd suggest checking out the "Animate Dead++" mod on Nexus to see if it achieves what you are aiming for. There is also a mod to allow you to become a true vampire or turn a companion into one if that's something you are also interested in.
