Report a translation problem
Spell is fine.
When you get one of those misses, check your Combat Log to see what happened.
To do that, open the Combat Log using the button at the bottom right. Find the colored and underlined Guiding Bolt line in the log. Mouse over it and it will pop up a small window with a summary of the combat and what happened.
This should give an indication as to why the spell is failing (so much). :)

No. It is a 'Bad Rolls Are Remembered. Good Rolls Are Forgotten' issue. Or the OP has Karmic dice turned ON.
In almost 300 hours I can count on one hand when I've actually been able to hit an enemy with Sacred Flame.
