I haven't tried it, but pre 4.0 patch, everyone got an additional attack after attacking out of combat, but that should have only be available for the assassin subclass. I don't know if they fixed the assassin now, at least you don't get an additional attack anymore with any other class unless you have bloodlust elixir and kill the enemy.
A gloom/ thief or something similar will fire 2 extra shots with the off hand crossbow and deal a lot of extra damage.
But so would someone with titanstring and cloud giant elixir.
There is no “better “ weapon for honor mode, you just build around whatever weapon you like more

I apologize for the misinformation, seems like some DRS slipped trough the cracks, because the intention was definitely to remove all of em.
If you're using a Bard then I'd say use whatever but get the hat of arcane acuity and then arrows of many targets are your friends. You just use the arrow of many targets and then can cc at will!!! You still cause damage with whatever weapon you're using but you control the battlefield
