I recommend either a key you can get on GOG.com or e.g. Humble Bundle as a trusted source.
One word of advice and warning: in most of my experiences it turned never out good to gift a game. Especially not if that gift is bound to expectations like "playing together".
You are doing yourself, based on how you described that person, a favour by communicating your intentions truthfully and straightforward. There is always a chance they already got a game, just without you knowing because e.g. they have it on GOG.com and never mentioned it on Steam for whatever reasons.
I do admit I don't trust side sources/sites and I'm not sure what GOG is.
GOG.com is a gaming distribution platform founded by the makers of The Witcher. It has a solid stand on the market based on the fact that they offer all their games DRM free. I wholeheartedly recommend that store.
Other safe options are Humble, Green Man Gaming , Fanatical and Epic Games (Though the game itself may not be available on all distribution platforms)
Just write a Christmas card along with the Steam Gift Card titled "Buy BG3 or Else"
