Facial hair looks bad

Always looks like smudged crap, i've tried taa, dlaa, smaa, dls and none it either looks extremely blotchy or like this. Should also say im running at ultra

what video card do u have? i always have bad hair looking in games since i have 1080ti

Have you tried looking at it in game? A lot of the hair in the character creator looks worse there but then better in game.
