Can anyone Create or destroy water as lvl 2+

If I have 1or 2 levels of cleric I get the wheel for create and destroy water However if I keep putting levels into cleric it disappears once you have a level 2 spell slot.(level 3 cleric) So you can upcast to make the circle larger and can’t destroy water

It's working fine for me on Shadowheart. Just used it actually not 10 minutes ago to upcast create water and drench a huge group of mobs for zapping with lightning. I'm using keyboard and mouse. You using the controller ui? Could be an issue with that.

Ah I think I might see the issue. For some reason when you first click on the spell it gives you 3 buttons, the base levels of create/destroy and a button marked upcast that does nothing. If you click on the base level ones you'll get more buttons with spell levels to upcast it.

Okay thanks for the info.
Also it seems water surface has a timer?
I casted it and the water has a 10 second timer now
