Ok. Then uninstall what you currently have and then do it fresh. Perhaps that will recover the sequence for you. :)

If it faults again, post back. There is an additional step you may need to do in order to recover the ability to do a 'clean' BG3 install. :)
YES! I've had that EXACT same problem...and I've never found out why it or what's causing it.
If I pause the download for more than 30 mintues...it starts over from the very beginning...which makes downloading 120 GIGABYTES VERY frustrating. I need my computer to stream MANY things. Can't have it just starting over.
Unfortunately, it is probably a security precaution or bug, and the only advice would be is to 'Don't Do That.". Set aside some time somewhere in your day to let it download and update properly.

i need my computer to do other things. I can't just let it set for 17 hours, downloading a game...that has no phycial media from which to install the game. You don't get discs to do it...you have to download it. DVD disk only holds 4.5 gigs and I would take 27 disks to get the game....BUT I WOULD BUY THAT, just so I didn't have to spend 19 hours downloading something.
I think they should start selling physical media...like a "thumb drive" that's just the game, plug it into USB 3 and install it from that. I'd buy that.
And "Don't do that..." is exactly how I had to get the game installed....I had to let it download for 19 hours...doing nothing...which is very difficult, but I did it.
I looked at all Steam settings and asked for help from technical support...which just said the amount downloaded would be stored.....EXCEPT it never did that!!
I had to help my sister move in another state, to another state, so I was gone for 3 days. I just left it downloading so it'd be finished when I got back.
Sorry to hear that. I do understand that some folks simply don't have access to High-Speed Internet and it can be a REAL problem when there is something preventing pausing of large operations. ;(
Definitely sounds like a bug, but no idea if or when it would be fixed.
It's NOT fixed.
I considered it could be security problem, first thing. I use McAffee and Windows Defender. I had a McAffee tech person take control of my computer too look at what is running and all the settings. AFter he understood what was happening, he said neither Windows Defender, nor McAffee could cause what was happening...everything was fine for both and no other settings would do it..."You need to contact Steam technical support"...Which was the second thing I tried...and they just told me what was happening COULDN'T happen :(\
The only thing I could get is "what is happening, is not happening".
If you get more on this PLEASE tell me here...I would really like to understand what and why :(

If this game is so perfect how are their optimization bugs so bad that you're suggesting reinstalling the entire massive game?
