Unlike schlongs, for breast they'll have to adjust all outfits/armors for it to prevent clipping.
Schlongs get snipped off anyway, so no risk of clipping = much less work...
So, sure, there's a chance, just way smaller....

Shlongs in this game are separate items - they are exists only when nothing is cover it. Breast is the part of the body model and exists under many clothes. If you just add the physics you will facing many visual bugs. Collisions may help, but this will require a lots of work.

Also my wish: Larian, please, do something with stretching of female genitals and bottoms - it looks like amateur body mod for the model with inappropriate skeleton nodes.

With most armors, the breast area wouldn't jiggle anyway, it's exactly the same as with the undie and penis situation.

IOW, jiggle is for the naked, unadorned boob, same way as it is for the naked, unadorned penis.

I suspect it's just that breast physics is quite difficult. It took years and several iterations and the additions of extra breast bones and other esoteric stuff for Skyrim modders to get decent breast physics jiggle and bounce working in Skyrim.

East Asian games seem to be very fond of jiggle and it's in lots of games, but the jiggle doesn't always look good.

They probably will do it at some point, but it's probably on the back burner, there are still more important things to refine with the game.
