You might have a point if it wasn't an entirely new mode
off the top of my head I can see 6 playthroughs minimum for someone wanting to get the most out of the game.
normal (first time)
tactician + dark urge (possible 2nd playthrough with different story
pacifist run (maybe just to try or for a genuine challenge)
random run to try being the morally opposite to first run (evil or good)
honor mode (to unlock the gold dice and truly challenge your skill and knowledge of the game)
possible co-op playthrough with a friend or 3 for fun
if you only run through this game once its either because you didnt really like it that much, are too busy, or just dont typically get the most out of games.

Yep, yes, absolutely, 6 runs, that sounds about right... :/
and there are many different ways to deal with questlines. not to mention most things are optional. you can skip most dialogue silly.
this isn't a new thing, really.
it probably only plays a small part in the overall reason: yes people like a reward, but people also like the value of completing something that take effort, like a higher difficulty
its a bit weird how you don't notice how clearly the quote is a bit, either
