Orin will not kidnap someone in your active party. She will not kidnap your romance partner. For me, she always kidnaps Halsin, because I don't have him in my party.
If I avoid going into the sewers, what I get eventually is a cutscene during a long rest where Halsin has attacked Scratch. (Scratch turns out to be fine, though.) Halsin says the city is driving him mad, blah, blah, but of course it is just Orin. After this, everyone in camp is fine except Halsin is missing.
The potential targets are Halsin, Lae'zel, Gale, Minthara, and Yenna. Apparently Yenna is the final fallback target if the others are not available. You can't have both Halsin and Minthara, so if you have Lae'zel, Gale, and Halsin/Minthara in your party (or as your romance partner), then Yenna is the only target left.
