Yep. If you are having issues with steam offline mode just launch the exe file directly with Steam turned off.

Just make sure that when you play or launch online again that you don't rewrite your save with the cloud saves; or just turn cloud saves off so you don't run into that problem if / when you launch online again.

It is nice that you can play a game offline and even disable the launcher for the game if you so choose, can't do that with many games now a days
