True souls were created as ways to exert influence and leadership. I don't think everyone working for the cause would need a tadpole. Logistically that would take a long time too. Imagine how many tadpoles would be needed and the time it would take to incubate all of them and insert them into all the goblins in the goblin camp
Well, he is undead to start with, and clearly someone who influenced Thorm, not a underling . He is also a main character in the story unlike her, so the fact that she has a somewhat unique trait and is placed close to the top of the tower led me to expect SOME explanation.
