But, I am running an 11 year old i5-2500 system with a RTX 4060, 1080p on DLSS and am deep into Lower City with only one glitch, so far.
I am suspecting it is actually a combination of System Specs, Game Settings, and inadequate game optimization.
So, without further information on your situation, not much can be offered. :(

You just have to wait, eventually the game will react again when you enter Wyrm's rock. Other than that, and outside of the fortress, if it doesn't get better, restarting the game gets rid of it.

You can easily go to the topic mentioned above, load provided by OP save and make sure that bug exists. Also Larian recognized it.
There very well may be a defect somewhere in the BG3 code. But my main point is that whatever it is, it does not affect everyone. Most likely it affects very few players overall.
Larian may recognize it as a defect, but it is obviously not affecting many folks as they are not making it a top priority to fix.
It is also clear that there are some factors involved that trigger the symptoms as it is not a general issue affecting everyone. Not saying the defect should not be fixed; just saying that it is not a general code defect.
Irrelevant, just because you think that 'few people' had this bug we can just ignore it or make it as low priority. The bug is recognized by the developer and there is a temporary fix already. If you don't know anything about this bug or any other fix then you shouldn't even post here. Noone wants to know your computer specs since its not relevant, this bug may happens to anyone.
By trying to illustrate that if he/she really wants help, need a lot more than just: 'Help, I have a problem'.
System Specs, Mods, Multi-Player, anything.
In any case, OP is obviously not engaged here and I have had my say. So I'm out.

Personally I can't be bothered to do that complicated fix, so if they don't patch it out and it gets worse. I'll just have to wait.
Then clearly you know nothing about this bug at all. The specs are not relevant, since it happens to anyone that play this game including ps5.

i agree with you. haven't ran into any performance issues or major bugs whatsoever and i'm running the game with graphics maxed. def a hardware issue, but that's no fault of op's own!
You can Google it. Someone has a solution somewhere but it requires you to download a file. There’s a post on it buried here somewhere.
Basically the game delays because it’s not clearing certain data that it should and it’s processing through all of that collected data before it’s able to do any thing else.
This can happen in other acts but act 3 is a big trigger for some.
Hardware and game optimization also play a factor.
