When you enter a Druid sanctuary, any animal there can be a transformed Druid. It doesn't make any sense to go in there, pick up a mouse and throw it. Clearly you would be insulting the entire sanctuary and your death would be certain. Furthermore, the shadow druids would never reveal themselves putting the main plan at risk, it would be better to let everyone kill you for acting disrespectfully in the sanctuary, while keeping the plan hidden.
Might have been patched out, but I have done so during Gortash's coronation (under Greater Invisibility and the STR +2 armour set). Some other quests got stuck, but it was worth it.
Sort of. It's a bit janky though. You have to have enough strength to pick them up as an "Improvised Weapon" then click somewhere to slam them but right before you get to the spot Right Click (or whatever cancel on a controller is) and it should drop the NPC.
Clicking on the ground like you want to move somewhere while carrying an improvised weapon NPC causes your character to slam the NPC to the ground once they get there. That's why you right click to cancel right before you arrive.
The reason it's jank is because it really doesn't want you carrying them like this but you definitely can. I fixed a bug with the Githyanki Voss not going where he was supposed to for a quest. I just carried him there with slam cancels.
EDITS: Clarity.
