No, that's on the developer and how they package the game. It has nothing to do with the way steam does updates.
Obviously more that the cheapest SteamDeck cannot keep up.
This should be a requirement to be Steam deck verified.
Even unverified games have been easier to use than BG3 on the Deck.
This is because of Steams "Failsafe" systems when patching.
This where wery common a few years ago but developers have found ways to circomvent the issue in later years.
That does meen all studios know how to do this, and normally involves major changes in depo and file structures. so in general expect patch x 2 in worst case cenarios.
Did a test by removing everything on a 256gb card except for BG3 and it would not update.
As someone stated above that's the size of the entry level Steam Deck, yet the game is Steam Deck verified.
