Question about War Drum at the Goblin Camp and Shattered Sanctum?

I let a Goblin at the entrance of Shattered Sanctum trigger the War Drum and had a difficult time dealing with them. After that fight, I met some Goblins further inside and they trigger a battle immediately. What make it worse is that I QS too much that I didn't have any QS before I start Shattered Sanctum anymore so the only way I can play right now is to continue exploring the area and fight the Goblins or to load an autosave that is an hour away. Before I decide, I just want to know whether this War Drum affect the whole area or not, and does this Drum affect the Globin Camp outside?

I did the same thing. Second time around I had my barbarian smash the drum with a goblin. Problem solved.
