Report a translation problem
When I can run the game on this (the first Act, at least, not sure my old laptop will be able to handle Act 3):

There should be a way for you, too.
Try removing everything you do not need from your Autostart.
Clear your cache and Steam download cache regularly.
Verify your installed files regularly.
Skip the Larian launcher (there is a guide for this) and maybe start the game by double-clicking one of the .exe files, check which one works better for you (for me it is DX11).
Disable everything that might use RAM or VRAM while playing and what you do not need while playing.
The game will be playable. However In certain areas particularly in act 3 you will be dipping below 30 FPS from time to time.
I feel like i'm writing this for the 100th time. Go for it. I Have a :
I5-3540, 16gb ram, Geforce 1030 Gt and the game is running good for me on Medium setting, with Dynamic crowds turned off and using the DirecX settings.
So you could do Medium, maybe even high setting with this.

Yeah some stuff is old and needs replacing but I'm not sure if I should been having this much trouble with it, I'm not expecting a smooth experience but the way it is currently is pretty bad, almost unplayable. I'll be trying some of the suggested stuff but if nothing helps much I guess I'll have to wait until I upgrade my PC to play it.
Interesting. Maybe theres still hope then. I haven't tried fiddling with configs that much because I don't really understand how most of it affects performance, but I'll try the suggestions.
You are right you shouldn't, My old PC has that exact CPU and GTX 970. I use it as a media player in my living room and have some perversion Where I just test how new games run on it (2023 is the first year with games that are finally completely unplayable on that thing).
My old PC can run BG3. I've tested ACT 1 and ACT 3 save files. Even act 3 can run, but it's not exactly enjoyable as it will drop below 30 just for turning the camera in most intensive parts of the act.
But again you should still be able to boot it. Nothing about your system says to me that you shouldn't be able to play it at all.
Define "running good". Describe the performance in Moonrise tower, Last Light Inn and Central part of Lower City.
