GTX 1650
I have gtx 1650 and 16gb ram, can my spec run this game at low or medium setting or even high?

Depends on the rest of your machine, i'd say Medium for sure. Since, I have a I5-3540, 16gig ram, 1030 Gt with a external 256 gig ssd harddrive on a USB 3.0 and I've been running the game fine on Medium settings since the beginning. I'm now at about 50% (ish of act 3) Only 1 crash and minor visual bugs.

Medium should do, I ran the game fine on my old PC with a RX580 on high, the CPU will limit the game probably more than the GPU, especially in Act 3.

I have i7-9750HF dont know if that's enough... How many fps do you get?

Pardon me but what is act 3 and why does it affect the gpu/cpu more to the game than other acts?

The setting say 60 fps by default, I manually cap it at 30. I think your system can handle more that mine. When it's really busy in act 3 with 10~15 people on screen at the same time it can be choppy. But, it doesn't bother me.

The 3rd and last part of the game which takes place in the city itself - while the first 2 parts of the game are relatively easy on the CPU, the third part can slow down your CPU a lot due to all the things going on all over the map, my FPS went from about 130fps in Act 1 to below 50 in Act 3 when the game was new, and that was on a i5 9600k - but recent patches made it a lot better. The GPU limit is easier to tell, if you can play Act 1 with your GPU it won't give you much of a problem later, the CPU is more of a wildcard though.

the game now has FSR 2.2, so if its not going well you can always put it at least on quality and you are good to go

I have a GTX 1060, 16GB RAM and an intel i7 7700 (2017).

My res is 1920x1080 and it get 40FPS in ultra, and 50-60FPS with FSR enabled.
