Cutscene plays as normal. The trigger is whichever comes first, Thorm hitting 0 HP or X turns passing.
On top of the tower? Or do you mean the first part of his final fight?
Either way, he's going to be protected by plot armor. He's not going to actually die until he is scripted to do so.
As for the "real fight" itself. I got the chatty cutscene when I misty stepped 1 character on the ledge to release the dame.
Then I was able to kill him in 2 turns. Afterwards I read there's another phase to the battle that I skipped that way. Not sure if you are refering to his talking or the part that I supposedly missed out on.
Depending on your choices in the Shadowfell he can be very much not invulnerable in the first fight. But lowering his health a certain amount triggers a cutscene and damage that would reduce his health to 0 reduces it to 1 instead.
But it should be possible to skip the first part with some conversation options and go straight to the Avatar fight.
Long Story Short... Break the game, it will be fine. Chain explosives and blast him from the roof maybe?
