Can't find Minsc at lower city camp site
I recruited Minsc during Act 3. When I go to my camp from Rivington (first zone of act 3), I find Minsc in my camp. But when I go to my camp from the lower city, I can't find Minsc. Am I blind or is this a known bug? Can anyone tell me where Minsc is supposed to be in this camp?

He finally appeared in front of Lae'zel, after some time.

To be fair, I can't find anyone in that map. They're all so spread out
