Where can I craft / buy more water?

You can just cast it with your cleric/ Druid instead

We should be able to 'combine' any empty bottle/jug with any groundwater or the river to craft water bottles.

You can also obtain the Raindancer staff from Arron in the Grove which lets you cast Create Water 1nce/shrtrst.

Alternatively, a Conjuration Wizard gets the same ability at 2nd level.

I'm aware that cleric can create water but it's more useful as an item because everyone can use those.

There is a robe that lets you cast it as well as the staff someone mentioned above .

Don't forget that blood also counts as "water".

if you are an electrician, you can ice blood and it becomes water in a turn or two, and everything spurts gallons when hit.

some vendors do sell a limited supply of water bottles. Try in bars / food vendors too.
wasting a spell on water is a waste. Cast something else that produces it, any ice spell will.

You click on the source and a combine popup appears where you add the bucket to combine. Still works.

where? how? no combine menu context comes up after clicking on a bucket.
