Do I do rogue/fighter multiclass or something
My pie in the sky version is just a rapier yes, but I have a feeling this is more fantastical than the setting and I'll want to dual wield
Nah, it's perfectly workable. In fact, the best Rapier in the game (that you get in the second half of Act 3) actually only works as intended if absolutely nothing is in the offhand. There's also a Fighting Style perk called Dueling that only works when you do not have a weapon in the offhand. Furthermore, there's a pair of gloves that give +2 AC when you don't have anything in your offhand (effectively using your glove slot instead of shield - it wastes the glove slot, but that's okay for most of the game anyway).
What nullpo mentioned is probably one of the best you'll get for that.
Bard 7/Warlock 5 and Warlock 6/Bard 6 would both work well.
i believe races like drow have it right away despite class.
and other class have martial weapon proficiency as well.
rapiers are perfectly fine weapons to use.

Rogue- assassin or multiclass assassin ranger/gloom
Dex fighter - dualing or even dual weapons.
ranger.... same as dex fighter.
warlock pact of the blade.
even a dex paladin can be done with a rapier.
Can as of level 4. Pick up the Dual-wielding feat. Stab things with your twin needles.
