Hm... Uncertain. It is one of those issues where the main issue lies with Windows, and less the game. Think of it like cereals in a bowl where the cereals represent the game and the bowl the OS. If the bowl has a leakage, what kind of cereal you need to fix the bowl?
In addition to the tool linked above try also setting the process priority for the game to high. Especially with Windows 11 it helps. And yes, plenty of users have dumb performance issues with Windows 11. Because they do not understand the new Windows standards and what comes with that.

Windows 11 also causes issues with Red Dead Redemption 2, mainly with consistent GPU utilization. Hopefully Microsoft continues to optimize the OS because I don't want to downgrade back to Windows 10. :/
