Party member used "Regain Hit Points" on self in Camp. Huh?

In Camp (in Act 3, when everyone is close together in the rented rooms), I had Shadowheart cast a group heal on a bunch of members who weren't in my party and after getting healed a bit, Gale used the Regain Hit Points skill on himself to fill up his HP. Oh, and all his used spell slots were refilled. Regain Hit Points seems to be an NPC skill to keep themselves from dying to random crap - do my party members suddenly have it when they're not in the party? Is this a bug? Should I report it?

I also had this happen. It was also Gale, and it was also right after I had a hireling heal him. It says he can use it 6 times a day. I don't get it, but I'll take what I can get.

There is a reason the game has a failsafe mechanic to prevent Gale from dying to something random in camp. Pretty sure if you're in Act 3 you know why.
