This isn't my first playthrough, I've gotten him in camp before that way.
Speaking with Scratch using Speak with Animals.
So because I didn't immediately give him my scent he can't ever join? I was trying to explore some other dialogue options that were still respectful to his dead master, but he just doesn't want to talk with me anymore.
And what does the master say when you use Speak With The Dead?
I am assuming here that no one in your party actually killed the master.
He just said he was delivering letters when he was attacked by gnolls. No mention of a dog, and Scratch didn't respond to the spellcasting.
The master was already dead in the forest, and I did nothing to make Scratch hostile.
Should be ok, then. Perhaps he will show up at camp after a long rest or two?
I've long rested at least 5 times since. He's still pacing around his master's body.

If you kill Scratch in the camp, its corpse remains and even gets dragged to the other camps.
Also, you can pick up its body and drop it down and it stands there like it's been stuffed.
