That's the TL;DR version of the OP.
Halsin is one of my favorites actually.
Larian isn't currently supporting mods, even if they were, they are not under any obligation to support or make easier a single type of mod. I get how this can be frustrating, but it is part of making a major choice in the story.
from what i can see Quests/dialogs/world changes cant be modded, infact there are no quest/new origins/enemies add-removal/campaign-world changing mods, so basically im a bit to give my approval to you and the game at 50% because would be super fkin amazing to have a world editor/scripting utility to make expansions and mods like expansions adding new areas or new enemies or modifying the world/campaign/quest/npc already in the game;
all i can say is i suggest to play the game vanilla at first and maybe use only utility mods if there are any, and waiting for long to infinite untill Larian will release a game editor utility and mod support api etc that could never happen because of D&D editor rights i guess.
i remember Neverwinter Nights 2 had a game editor/scripting utility and infact there were expansions and expansion mods plus online servers with custom worlds/quests etc, etc.
Halsin follow your camp but he joins after some quest trigger, it was like this for me too, he make a tent at camp first but he doesnt join party before some quests are completed, and at some point he leave the camp but he is in the Inn, then he disappear when u have to go to save Art Cullagh, then he reappears at Inn and go to the beach to wait you defend the portal while he goes trought shadow portal to rescue Oliver, and then when he returns he is finally at camp whit his tent and wants to join your party
Use Offline Mode for Steam - it is there for a reason. Launch the game from your manager and finish your active playthrough before allowing any updates to occur. You will eventually need to clean up your installations anyway, whether updating them or purging them, so you may as well give yourself the benefit of being able to finish a run before getting all of your affairs in order for the future.
The number of threads complaining about a patch breaking their game that have mods installed, or neglect to mention at all that they have mods installed, every time the game updates is astounding. No user-sided accountability whatsoever.
The ones that were fixed and still many many that were not and new ones that were added with every patch... DoS games never had so many bugs.
