Ritual axe, ritual axe and loviatar's scourge

Hello, i have a few questions for these weapons.

First question: I'm not taking any damage from ritual axe and the loviatar's scourge since last patch. I have a abjuration wizard dwarf lvl 4 (wearing robes). Do they still proc damage on the wielder on your games?

Second question: the only way to obtain them Is killing abdirak or stealing them?
