Shapeshifter's boon ring nerfed?

Did they nerf this item? I wasn't getting the extra 1d4 on dice rolls while playing last night.

If it's still in the description, I'd wager it's a bug or something to do with a mod.

No mods installed, so I'd guess it was just a bug then.
