I haven't tried it myself, but I'd assume it works correctly on Enchantment spells like Hold Person / Hold Monster at the very least.
Haven't tried it myself, let alone with Dominate Person, so would need someone else to confirm.
Also, the ability is virtually the same as in DnD 5e, so it definitely should allow you to dominate two people, and there's no issue with concentration in the game when upcasting Hold Person onto multiple targets.
Sorcerer is way too overpowering compared to wizards. You can just use scrolls to emulate their ability to cast anything, or take 1 level dip into wizard to accomplish the same feat.

Theres two unique scrolls in the Sorcerous sundries vaults that only a Wizard can properly milk by learning them. Dethrone (Necromancy lvl 5 single target nuke) and Art of War (Evocation lvl 5 super powerful magic missile)
