You have options once you reach Devils Fee.
As to be expected in this game, as long as there is not another 2 critical misses in one row i think im fine XD otherwise i can play scummy aswell and lower difficulty.
Did you listen to Raphael's proposal long enough for him to reveal his plan? That may have been the trigger to open the "Steal the Orphic Hammer" quest.
Then just on to Lower City and Devil's Fee.
Go to the Devil's Fee. There is a puzzle of sorts you need to figure out and can open a portal to his fortress in Avernus called House of Hope. Note that you do NOT need to pay the shopkeeper for the answer. All the items you need are upstairs and the list and order to place them can be found online. There you can steal the Hammer or Your Contract(if you took his deal) plus some other really nice goodies I would recommend going for. The fight is also amazing. The music... oh the music! They had the voice actor for Raphael sing his own song for it and just WOW. So good.
