How to use syringe, artificial leech?

These weapons have some stupid damage numbers... i equipped the 2 of them that are classified as daggers on astarion (which is a rouge/ranger crossbowman)... and i see none of the actions available to these weapons.

Is there something i need to be able to use them or maybe its a bug?

Are you, somehow, "The Surgeon"? I believe these are class abilities related to that specific character

Pretty sure the skills were only available for a specific boss to use.

You can't use them.

The descriptions are there so that you can Examine the tools scattered around the room before the battle begins, to have advance knowledge of what the surgeon's attacks are going to be.
