Depending on your Steam settings, they will be redownloaded automatically after reinstalling the game through Steam and having it synchronise.
You could alternatively make a manual backup by putting it onto a cloud service of your choice. Do not use a USB drive, especially if you suspect a malware infection.
Check also the troubleshooting guide of mine for the gamers tips for setting up your PC after reinstallation. Things like removing OneDrive and terminating Microsoft's data collection should be as well of interest as methods to install a good Windows easily using Rufus. Windows 11 Pro OEM can be obtained for circa 15 EUD. Check the tech subforums for additional information.

I had my PC store do the reinstallation of Windows and they took care of most things. I always check the "bloatware" and other stuff that I don't need and get rid of it all and one drive is one of those things :).
I did ask for a windows 10 installation though, I have 11 on my laptop and I'm not a big fan of it personally :)
Nothing wrong with preferring Windows 10 over Windows 11 right now. I have had to adjust my Windows 11 with Winaerotweaks and Start11 to get it the way I want. Overall I picked Windows 11 over Windows 10 for troubleshooting means as more and more people starts with Windows 11 and the latest games are optimised for Windows 11 rather than for Windows 10. In particular cross platform items which are made with Gamepass on mind.
The benefit of Windows 10: you can upgrade anytime for free (still), and it runs better on PCs with low performance hardware for gamers, while Windows 11 performs better on nowadays PCs for usual usage aka office/Edge.
