Constantly and consistently. If you're looking for a better experience just go martial, ranged and melee are much better. People will say martial won't have the aoe to kill a lot of enemies but with martial you can take advantage of extra attacks and bonus actions to kill three or more enemies in their single turn.
You'll still get that unbelievable nonsensical miss even with 95% chance to hit but it's nothing like magic.
What's nonsensical about it? 95% is not 100%. Therefore there is a 5% chance to miss. 5%=/= 0%
Sacred flame is special because it doesn't use a projectile. This allows you to hit enemies around corners or through cover without having to worry about height difference effecting your damage. It's not something I'd use as a primary attack but it's useful nonetheless.
