Seriously though, interact with them and find out. You'll learn things, like that they're called Tieflings and are a people. With a people's myriad variations.

The non-joke answer is that they are far enough removed from their devilish heritage that it has no impact on their disposition.

The only outright 'evil' Tiefs I've seen are just Tiefs who oppress other Tiefs, like the Warden in the prison in Act 2
Every piece of this game seems to want you to question what the definition of good and evil is.... and to ignore the outward looks to see the deeds and then decide if they're really "evil". Like someone above said, speak to them, ask them about their issues.... then you have to decide if they're evil or not. It'll depend on your personal choices and what you're "role" playing.
At the very least they are bad parents. Sorry but being a refugee doesn't mean you get to violate rules. Not that being a refugee means people shouldn't be charitable either. So it seems some are evil others are not just like the knife ears.
