3) It's not normal but that doesn't mean that a guy that watched his entire order slaughtered isn't going to make some unusual choices.
Essentially a guy gets pushed to the brink, makes a deal with a devil and then loses his mind over the years since.
For the second question; he can go in there, it's just that he doesn't want to. He also turned him into rats way way before you ever got there.
And finally; anyone will make a deal if pushed far enough.

Then he made a contract with that Shar's soldier to turn him into a multitude of rats, trapping Yurgir because it wouldn't be possible to kill them all, and he wouldn't even know they're part of the contract.

Lyrthindor is the last remaining Justiciar in the gauntlet, and therefore the last person Yungir needs to kill in order to complete his contract with Raphael. Raphael, mainly wanting to keep Yungir in reserve for future use and not have the Orthon used against him by a rival, approached Lyrthindor after Yungir had started his rampage and offered him a way to survive and continue guarding his lady's temple despite the Orthon's presence. Thus, the ritual to turn him into a swarm of rats was preformed at the base of Shar's statue in the Gauntlet.
That's basically the size of it. Raphael pushes the idea of killing the Orthon because doing so would force him to reform back in Avernus, but with Rapheal's contract still binding him. Thus, he ends up with a powerful forever-slave. Or at least that's his plan, provided you don't work with Yungir to break that contract for him.
You're right at this point, what's done is done for me. I don't go back on previous saves. So I'm not concerned with spoilers for this. I was looking for clarity on the story behind what went on in there. And now I have it! Thanks for the response.
