What determines whether your performance succeeds or fails?

Trying to get the Busker Achievement, but I have no idea why I succeed or fail.

First things first, are you a bard?

Performance skill, if you have proficiency in it.

A large Charisma helps as well.

So does expertise in said skill.

Its also probably best to try it in Act 3 in Baldur's Gate where there are lots of crowded people.

And absolutely this. Being a Bard gets you all of it, if you are not. Feats need to be used if not.

Check the log, there's always performance check. the DC start from 20

I observed that the goblins gave my Sorc tons of money, but the tieflings gave him none xD

Pretty sure there’s a performance/entertainer skill
