All I can say is that it never happened to me, in a *lot* of playthroughs.
Odd. 167 hours and I have not run into a single bug of this sort. I have had two soft-lock incidents that I attribute to rapid inputs on my part that the engine (probably multi-threading issue) could not handle.
But no bugs. I am sure they are out there. But it is indeed strange regarding this one.
If you open your skills window, you don't have the summon Scratch ability?
Understood. But did you open the skills window and check each characters skill lists? Is it possible some other character played with Scratch and thus has the ball and skill?
Either you didn't take certain steps to trigger it or its a bug.
SInce your issue is not only 4 months later but from after Hotfix #17 *and* involves a quest time as well, my money is on mods.
Currently or previously installed.
That or you're just not engaging with Sratch, which would be a total douche move and our bestest boy is right in not giving you a ball. :-)
