Apparently, it is all because he has a minimally capable video card. Instead of the game looking like crap on sub-par video cards, Larian decided to just slow things down for them. Can't say I disagree with this tactic.
The person I was playing multiplayer with just upgraded his video card and ALL lag disappeared...for both of us. Mulitplayer lag is definitely a result of one or more players having a sub-par system. So, if your friends are lagging, compare system specs and you should be able to determine who needs to upgrade. Keep in mind that ALL players will be effected by ONE person having weak hardware.
No surprise in a P2P game.
In addition to that, using a VPN can help if it is not about a subpar system.
