In other words, it's not tied to the level of the caster anymore. It's tied to the level of the spell slot used now.
half damage on save cliches are supposed to be a thing, but against dex saves in particular there is a class ability for a few things like rogue that means no half damage.
So I would not be surprised if enemies did the usual "It isn't cheating! it is lore friendly!" to spam that kind of trait to ♥♥♥♥ you over, or just outright bugs. (after all, taking half damage with fire resistance is still taking damage)

There's this too. High level rogues, monks, and rangers get an ability called evasion which allows them to negate all damage on a successful Dex save. Then there are plenty of creatures in the game (devils and tieflings especially) that have either fire resistance or immunity. You can always right click and examine creatures to see what their resistances and immunities are.
