Just a long wait after visiting the two Owlbears in their cave and backing off peacefully did the trick. Still, thanks for the advice.
Both methods work. LOL. I fought the owlbear mother but made sure not to kill the cub (I didn't even know about the pet at the time but I couldn't bring myself to kill a baby owlbear). It immediately started eating the mother. "Hungry." You can kill it then to put it out of its "misery" or spare it. I spared it. My Tav made a comment about nature providing for the cub and maybe it would make it.
Then it showed up at the goblin camp later. This last time, I didn't attack the mother but I did engage with her in conversation. Then I left and it was at the camp later. I don't immediately go to the camp after that, though.
So it seems that the Owlbear cub being at the camp is triggered by you sending the two cultists back to the Goblin Camp; they then tell the goblins the whereabouts of the Owlbear that killed their friend. The goblins, in turn, go to the cave, kill the mother and capture the cub.
There may or may not be something in the end game/final fight. Maybe.
You only have to:
1.) Go into the cave to see the Owlbear, you choice if you kill the mother or not.
2.) Leave the Cub alone
3.) Long Rest between that and going to the Goblin Camp. i usually do other stuff for a bit, but I've had it trigger right after I got to the Goblin Guards right before the Bridge into the party camp. So I always go back right before I go into the G.Camp at the cave to see the dead Owlbear mother. (Seeing the cub omnom his mom is also fine.)
4.) Owlbear should be there for Chicken Chasing.
Never had any issues of it showing up in several Act 1 playthrus and between patches.
