Act 3 has loads of merchants, perhaps more than Act 1 and 2 combined. Other weapon and armor merchants, the book shop, all the taverns, the magic shop, a monk in the ruins, the tabernacle has a pretty decent one. Casual outfit vendor. There really is no shortage of merchants.

OP's question was about good end game gear, so I don't think they're looking for casual outfit vendors or tavern keeps.
Just check houses you haven't entered.
They'll have alchemy mats, potions and elixirs and such. Also take a peek at the Noblestalks they (IIRC) carry.
