You can still betray Minthara and bait her out. Just tell her you know where the grove is and agree to work from the inside of the grove to let her troops in. After a long rest, which is required, her troops will be ready to attack the town and you can tell Zevlor that her troops are on the way and you can side with them and defend the town from the gate
The thing is, you can't warn Zevlor of an incoming attack if they're not actually coming in to attack. Minthara won't raid the place until you give her the information. So you can either attack the goblin camp and kill everyone or you can defend the grove against the raid
It does bait her out since she's expecting you to be on their side and open the gate for her troops, which you don't need to do, which means her troops can be slaughtered outside the gate
The downside is that you *will* lose some Tieflings doing this as the raid is a pretty decent size and some of the defenders will get overwhelmed. The upside is that you have favorable ground to fight off a horde of troops
There are different ways to handle this situation, this is just one way
