Philomeen missing?

Just a curious question if this has happened to anyone;
In the under-dark section when you have to blow up the rubble to kill nere and rescue the deep gnomes (or join him, etc) I ended up saving up enough smoke-powder bombs to blow up the rubble without the help of Philomeen. But after rescuing the gnomes and killing nere, I was still told to go look for philomeen about blowing up the rubble, and when I went to her hideout to find her, she was missing. Is this normal or is it a bug?

I think it's normal and just means she already escaped with the runepowder

Ahhh thank you!! I'd thought Philomeen would still be there so I could officially close off the quest haha
