If you enter the tower, you'll encounter npcs and cutscenes where your goal is to convince the tower you're with them so to speak.(You dont need to be just pretend for their sake.)
Through such actions you'll be directed to a study on the second floor to grab a moon lantern that works.
Additionally in that same room(spoiler) there's a secret room behind the bookcase. If you're evil persuasion AND you have gale in the party, there's an altar in the room you can take a broken lantern and make a shadow lantern from it but again you need to have gale in the party. The shadow lantern wont protect you from the shadows but it will let you summon a shadow to fight for you if you wish.
