Also any criminal activity spotted by civilians and guards makes you enemies of the Gate.
In my 1st playthrough when I clean house firework workshop it overspilled and summoned least 30 different groups of guards total 60+ enemies one after another including 3 steel watchers and after that the entire Baldur's Gate guards went nuts the moment I walk up to them (I had to teleport to another waypoint away from firework then it triggers a guard questioning near that waypoint, pass check to wipe hostile)
