I like to use 2 summons to help keep the adds busy. Takes two turns to Dash and Misty Step to unlock cells and then 2 turns for running back (add 1 turn for responding - so is time to make it on Tactician but everything has to go right).
If you go for Omeluum he can port you and him back to the sub saving the need to run back. The problem becomes some of the prisoners get stuck while running back. Seen them use dash and then just stand in one spot.
Getting items that increase Momentum help since gives you more spaces you can move in a turn, plus Dash and Misty Step. If you plan to attack sometimes jump and then normal run adds to how far you can travel. Any CC you can apply on adds to keep them from interfering (like I said I like to summon a couple helpers of my own - two elementals can do a great job keeping the fish guys tied up). Mage Hands supposedly will work to pull levers. I know Shovel can move items but never tried him to see if he can click levers (or any other pets).
In short you just have to think through your options and plan it out. I doubt a person seeing it for the first time on Tactician should expect to just get without reloads but who knows some people know 5E D&D much better than me.
