I know, but i've been taking him on my party all the time and selecting all the friendly options so idk :')
I also looked up what the friend scene looked like and it was not that :(
LOL. I know and I'm sorry for laughing. I've had the friendly scene with him so I'm wondering if this is maybe a bug.

Gale apparently only likes to try to ninjamance. Straightforward romance repulses him.
Acquaintancezoned is probably more real than the whole friendzoned thing. Hope this term takes off!
Good aligned characters like Gale, Karlach, and Wyll are easy to romance for most at first because they play a hero archetype, thus they gain a lot of approval quickly. The issue is that their romantic scenes can overlap unless you're very careful.
Basically for Gale you need to feed him magical items, have a good rating with him, imagine yourself kissing him when he's teaching you magic for Act 1. I'm guessing you did all that.
In Act 2 is where ♥♥♥♥ goes sideways fast with these three characters because Larian decided that Act 2 is where you need to pick your romantic partner despite keeping it so open ended in Act 1. This is an issue for Gale for one of two reasons. Let's say you started a romance like with Astarion for example. You can have two romantic scenes with him in Act 1 even though it's not serious. For some reason Gale unlike any other character will be harder to romance if you do something like that. They eat into his romantic scenes even though every other character simply just makes you choose.
The other reason could be that you were a little too friendly toward Karlach and Wyll. Maybe you fixed Karlach up and gave her a hug. Lore wise I explain it away as her never being touched for a long time. You'll also probably have a high approval rating with Wyll as well, and at risk of romance with him, similarly I explain it away lore wise as him being so down bad from being Mizora's pet.
Regardless one of their scenes when you sleep could be prioritized over Gale's for some reason. This happened to me when I was romancing Gale. For me, it was Wyll dancing. I rejected him, but missed Gale's stargazing scene even though I expressed romantic interest in Gale first and my approval rating is much higher. This happens after the Gauntlet of Shar, but before the Moonrise Tower battle with Ketheric.
You also need to make sure that you get the romantic version where you kiss him and so on, and not the platonic version where you just spend the night watching the stars and doing nothing else.
It's such a slim window to romance him and if you do not get this scene your romance is dead in the water in Act 3, even if you had a scene where you agreed to be romantically exclusive. You don't even break up, he just seems to treat you like a friend. Another bug is that for some reason in my game the romantic version of the stargazing scene wouldn't trigger until I rested in Moonrise Tower at least once before the final battle.
This is extremely annoying and Larian should be working to fix this so that romance is more obvious in this game. I get exhausted by the chuds who post stupid ♥♥♥♥ and muddy the waters, but romance in this game should not be this convoluted.
Not all romances are the same either. For example I romanced Astarion, even flirted with Gale and Wyll, but it never interfered with my relationship with Astarion until he made me choose them or him.
It's also harder to accidentally gain too high of an approval with Astarion, Shadowheart, and Laezel because they all have specific alignments and motivations that often don't overlap with other characters. Astarion adores freedom, laughing at the expense of others, and generally chaotic evil/neutral choices. He'll generally disagree with the avatar being a goody two shoes.
Shadowheart similarly doesn't like a hero type at the start, but she doesn't like unnecessary cruelty either. She's efficient and has tunnel vision when it comes to Shar. Therefore when you go out of your way to help people she sees it as interfering in her larger quest to become a Dark Justiciar.
Laezel's a trickier one. I wonder why her romance is so well implemented in this game compared to the other three. She also doens't like the classic hero archetype, but she does appreciate a warrior. As long as you're not a saint and follow her general questline to the end it's hard miss her romance scenes. They similarly do not overlap with others, or I never had a romance scene just trigger with Laezel without me expressing clear interest beforehand. That's very different from Wyll, Karlach, and Gale.
What they need to do for Gale, Wyll, and Karlach is significantly scale back how much approval you gain with them by simply doing a vanilla playthrough. Ideally they'd have romance hinge on more than just an approval rating, but I doubt that's going to happen at this point. These three romances need something more unique for them to trigger than just being a good guy.
